Standards
for Learning: What is Next?

Interoperability among heterogeneous Learning Management
Systems (LMSs), reuse of Learning Objects (LOs), exchange
of Learner Information. These are some of the outputs of
the Learning Technology Standardization process that has
been carried out during the last several years. Today, most
e-learning specialists are familiar with acronyms like LOM,
SCORM or IMS and some commercial tools claim to be compliant
with standards and specifications that would allow those
using them to improve the quality of learning offered to
their students.
Nevertheless,
there are still some issues to be tackled. Do we have enough
practical experience to claim that this standardization
is mature enough? Are the technical bindings of the specifications
really interoperable? What are the next areas where standardization
is needed? What are the views of the different stakeholders
involved (academic institutions, policy makers, software
vendors, LOs producers)? Do we actually need all this standardization?
This section
looks for answers to the questions above and seeks practical
experiences in the use of specifications/standards, critical
reviews of existing recommendations, new ideas to be applied
to the LT standardization process and guidelines to be follow
in the future.
Luis
Anido has a Telecommunication Engineering degree
(1997) by the University of Vigo in the Telematics and Communication
branches and a Telecommunication Engineering PhD (2001)
(sobresaliente cum laude). Currently, he is Associate Profesor
(Profesor Titular de Universidad) in the Telematics Engineering
Department of the University of Vigo and holds the post
of Director of the On-line Postgraduate Unit of the University
of Vigo.
He is the author
or co-author of more than 120 scientific papers published
in top international conferences and journals. As a result
of his research he received several awards for his papers
at the World Wide Web conferences organized by the W3C:
Highlight paper in the “Web and Education” area
(Hong Kong, 2001) and Education Track Best Paper and Best
Conference Paper finalist (Honolulu, 2002).
He is highly
involved in Learning Technology (LT) Standardization. He
actively participates in the Workshop for LTs within the
European Committee for Standardization (CEN), acting as
editor and co-editor of 5 different CEN Workshop Agreements
(CWAs), which reflects the official recommendations of this
European body. Luis Anido is responsible for the CEN Learning
Technology Standards Observatory (http://www.cen-ltso.net)
which is a focal access point to follow the LT standardization
process.
He is also the
technical secretary of the group for the standardization
of LTs in the Spanish Official Body for Standardization
(AENOR) and has represented Spain in ISO/IEC JTC1 SC36.
Luis Anido was
the principal investigator of more than 40 projects (both
from open calls and hired by private companies), some of
them directly related to LT standardization.
