ICT-Based Education:
Caribbean Region Perspectives

In 2004 the United Nations Educational, Scientific and Cultural Organization (UNESCO) launched the international project entitled Caribbean Regional Standards for Information Communication Technologies in Tertiary Education Institutions in several countries of the Caribbean Region including Jamaica, Barbados, Trinidad & Tobago, St. Lucia and Surinam. This UNESCO project covers various aspects of Primary, Secondary, Tertiary Education and Vocational Training in designated countries and is aligned with goals, objectives and main activities of the Caribbean Community (CARICOM), the Caribbean Area Network for Quality Assurance in Tertiary Education (CANQUATE), Caribbean Examination Council (CXC), the Caribbean Knowledge and Learning Network (CKLN) and Caribbean Association of National Training Agencies (CANTA).

The presentation will cover in details 1) project goals, objectives, and main approaches, 2) collaboration of project team members -- ministries of education, colleges, schools, universities, vocational training centers, 3) specific features and characteristics of local schools, colleges and universities and vocational centers, 4) a proposed methodology for this study aimed on development of standards for ICT-based education in the Caribbean region, 5) a summary of project team activities and tasks, 6) project main results, findings and outcomes, 7) a list of tangible and intangible benefits of ICT-based education that are specific for the Caribbean region, and 8) project recommendation and conclusions aimed on significant improvement of ICT-based education in the Caribbean region.

Project framework, findings and outcomes, conclusions and recommendations could be of interest for developers of ICT-based education in developing countries.

Prof. Valeri Pougatchev has been working in the area of Information and Communication Technology (ICT) for about 25 years in Russia, Jamaica, and the United States (including Silicon Valley area in California and Massachusetts). His other research areas include but are not limited to software engineering of enterprise-wide systems, design and development of assessment and evaluations systems, and information science, specifically compression of information using interpolation polynomials and wavelets. He is a recipient of The Best E-Commerce System - Caribbean Region award at the Microsoft International Conference in California, USA, 2000. He is an author of two textbooks on ICT applications in education. From 2004 Prof. Pougatchev serves as a consultant of the UNESCO on applications of ICT in Tertiary Education and Vocational Training (TVET) for the Caribbean Region and as a co-principal investigator of the UNESCO project on Standards for ICT-Based Education in the Caribbean Region.
